Norfolk and Suffolk have an unusually high proportion of homes off the mains gas grid — particularly in rural areas and market towns like Fakenham, Holt, Aylsham, Framlingham, and Eye. For these households, heating with oil or LPG at 6–13p per kWh equivalent is far more expensive than a heat pump at an effective 6–8p/kWh.

The good news is that the same government grants available to urban households with gas boilers apply in full to rural off-gas Norfolk and Suffolk homes — and the savings case is even stronger. Here is every funding stream currently available.

The £7,500 Boiler Upgrade Scheme (BUS)

The BUS grant is the primary route to funding a heat pump in 2026. It provides £7,500 for an air source heat pump, paid directly to your MCS-certified installer who deducts it from your invoice. You pay the net figure — you never deal with the grant directly.

Eligibility is straightforward: your property needs a valid EPC with no outstanding cavity wall or loft insulation recommendations, and you must be replacing a fossil fuel heating system (gas, oil, or LPG). The scheme runs until at least 2028.

ECO4 — Free Heat Pumps for Lower-Income Households

The ECO4 (Energy Company Obligation) scheme offers fully-funded heat pump installations for qualifying households. To qualify, your household must receive certain means-tested benefits (such as Universal Credit, Pension Credit, or Child Tax Credit) and have an EPC of D, E, F, or G.

ECO4 funding is particularly relevant in Norfolk and Suffolk, which both have significant areas of fuel poverty. Both Norfolk County Council and Suffolk County Council have active ECO4 referral schemes. We assess ECO4 eligibility at every free survey.

Warm Homes Local Grant (Norfolk and Suffolk)

From April 2025, the Warm Homes Local Grant replaced the previous LA Flex and HUG2 schemes. Both Norfolk and Suffolk have secured funding allocations for the 2025–2028 period. Households with combined income below £36,000 and an EPC of D or lower can access grants of up to £15,000 for heat pumps and associated insulation improvements.

This can be stacked with the £7,500 BUS grant in some circumstances, meaning qualifying households in Norfolk and Suffolk can access total funding of £15,000–£22,500 towards a full heat pump retrofit.

Rural Off-Gas Properties — The Strongest Case

For a Norfolk or Suffolk property currently heating with oil at 9p/kWh equivalent, replacing with a heat pump delivering 3.5 CoP at 28p/kWh electricity costs just 8p/kWh of heat — already cheaper, and significantly cheaper with solar panels supplementing the electricity supply.

With the £7,500 BUS grant, most rural off-gas properties in the region can install a heat pump for £2,500–£6,000 net and see annual savings of £1,000–£2,000.
